But yes,i have seen videos on youtube where players open up say 1-2 slots in legendary items(having 2 to 3 slots already).
Personally it would help me in situations where i end up finding my "dream weapon"(or Armour for that matter) and realize it has only 1 slot .

 

Fortunately, your dream weapon would have at least two slots.

There is no such thing as a 1 slot legendary.

 

I think he was talking about added slots where legs have 2+ slots and added 1-2.

That is true, and adding to that, opening slots isn't really expensive. The most expensive I've seen is 5 Silver from some exp giving stone.
Then again there are other really expensive gems, but if you were able to afford one of those, you should be able to afford opening the slot.
If this isn't about getting the gem out but instead adding another slot to the item, then it would seem nice.
